The Seiryuu Seishi were ultimately the villains of the Fushigi Yuugi. But there is a deeper meaning to this if you look closely at the series.
Yui Hongo, who is best friends with Miaka Yuki (priestess of Suzaku) unwillingly, at first, becomes the priestess of Seiryuu, who must fight against the priestess of Suzkau. Yui who Came to the universe of the four gods in an attempt to rescue Miaka was faced with evils and torment, that unlike miaka who was surrounded by beautiful men who were willing to do anything for her, waited for miaka to come and save her, until eventually Yui believed that maika had simply forgotten about her. But Miaka did come back for her, Yui having her uneasy feeling reassured that her best friend has not forgotten about her, only has her fears confirmed when she over hears maika telling Tamahome that the reason she came back was because she couldnt stop thinking about him. Heart broken Yui accepts the role of Priestess of Suzaku and falls into the clutches of despair.
Ultimately Yui's role in Fushigi Yuugi is to tell the tale of friendship, as really all Yui wanted was Miakas love. And that People arent really "villains" but rather individuals who do things that they feel they must in accordance to their predicament. Even Nakago has his reasons for doing what he does throughout the story.
